Foreign Trade Policy is a set of guidelines and instructions issued by the Directorate General of Foreign Trade (‘DGFT’) in matters related to the import and export of goods in India. These are basic framework for promoting goods and services in cross border trade and are announced in every five years with yearly updates and modifications, if any, thereon. DGFT is also the licencing authority for issuance of various custom duty exemption licenses (e.g. Advance Authorization, EPCG etc., issuance of licenses for regulated goods (e.g. SCOMET goods) and issuance of scrip based export incentives (i.e. Remission of Duties and Taxes on Export Products-‘RoDTEP’, ‘Scheme for Rebate of State and Central Taxes and Levies on Export of Garments and Made-ups’-RoSCTL, Service Export from India Scheme-‘SEIS’, Merchandise Export from India Scheme-‘MEIS’ etc.). Further, to promote export of goods and services from India, there are separate schemes/policy/Act such as 100% Export Oriented Units Scheme (‘100% EOU) and Special Economic Zone Act, 2005 (‘SEZ’). SEZ Act/Scheme is being replaced by Development (Enterprise and Service) Hubs Bill-‘DESH’.
